no, they don't control zombie hordes, nor did they create the virus. The zombies are just following them at will ... no they're not. (No one knows where Ivy Dragon Cookie's hair, crystal jam and their second set of horns went either)

Ivy Dragon Cookie has Rapunzel-inspired powers but instead of healing its poison; also they have eye contact activated powers like Longan Dragon Cookie but it's hypnosis (to make any cookie/creature to be their servant) and controls memories by the same method (delete existing memories/add false memories). They cover their eyes when they don't use it.
