Random idea:what if she was a ghost of a cookie who lived in cow,and is trying to get more people to there so she doesn't feel lonely using her train or something

that does make sense!
i think the lore will get a bit deeper in the next world exploration episode. maybe the train areas in the city of wizards are kind of populated, but deeper into the city of wizards it's more abandoned?
